White House economic adviser Larry Kudlow said Monday that talks for a second stimulus relief bill have “certainly slowed down,” though Treasury Secretary Steven Mnuchin will meet with House speaker Nancy Pelosi for another round of negotiation today. Kudlow said on CNBC that “the talks have certainly slowed down but they’re not ending.” He goes on to say that “we are close but there are still important policy issues that separate us and our team believes there has to be more compromises on the house side for us to get there,” he said. He said the committee chairman on both sides have been meeting and are still discussing the most prominent issues. And Kudlow explained that additional aid is needed with regard to enhanced unemployment assistance, PPP small-business loans, and aid to schools and airlines. One important thing thought that he did leave out was a direct second stimulus check. We know that both sides agree on this so it was unusual that he left it out when he spoke. Ultimately he said that “there are specific targeted areas, and that we don’t need a gigantic ideological political bill here”. He said all we need “is some targeted assistance and that would be a great help.”

The Senate is expected to confirm Supreme Court nominee Amy Coney Barrett on Monday. After that, it is not scheduled to be back in session until after the election, dashing hopes for imminent additional aid. Treasury Secretary Steven Mnuchin told CNBC last week that "a deal would be hard to get done before the election." “We're going to keep trying," Mnuchin said. "Don't want to say not likely but there are significant differences.” In addition to Mnuchin, Kudlow came out today and said that the “goalposts” had moved, echoing comments by both Pelosi and White House chief of staff Mark Meadows on Sunday who in separate appearances on CNN, Meadows and Pelosi each accused the other of “moving the goalposts” on negotiations. Kudlow told reporters Monday that differences between the two sides “have narrowed,” but “the more it narrows, the more conditions come up on the other side,”

Stock and oil prices dropped Monday in response to a continued stalemate in the United States over additional virus aid and new restrictions to halt a third surge in cases. The United States hit a record number of daily new cases on Friday, while the death toll surpassed 225,000. More than 41,000 people are hospitalized with the coronavirus in the United States, a 40 percent rise in the past month. And though daily death tolls have not risen so sharply, they are inching upward and at least five members of Vice President Mike Pence’s staff have tested positive for the virus
